Abstract

| Aim: The concepts of quality assurance and quality management are increasingly playing an important role in the operational areas of law enforcement and public administration, in addition to the application of accredited methods and procedures related to forensic sciences. In addition to the need for quality standards, the development of a complex quality management system that ensures an objective, uniform and verifiable assessment of the border control and border management processes and the adequacy of the applied methods and tools is an integral part of the Schengen evaluation and monitoring mechanism, which is a defining element of the European Integrated Border Management (EIBM). Methodology: In the framework of process-oriented quality assurance, the professional and management processes of the organizations directly implementing border control are primarily assessed, which can be extended to the related activities of all relevant actors of the national integrated border management system in the longer term. Findings: As an accredited organization of the Ministry of the Interior, the “National Quality Control Mechanism for Integrated Border Management” has established an internationally recognized conformity assessment capability by obtaining accreditation according to the MSZ EN ISO/IEC 17020:2012 standard, which can be considered unique both in the European Union and among the Schengen Member States. The Hungarian model is the first fully-fledged, accredited national quality control mechanism that is also suitable for the practical implementation of the third pillar of the Schengen evaluation system. Value: The study analyzes the administrative, accreditation and professional development opportunities of the national integrated border management quality control mechanism, with particular attention to the sustainability of Schengen compliance, the strengthening of strategic-level Schengen governance, and the further strengthening of Hungary’s international role in the field of integrated border management quality management.
