Abstract

A tanulmányban arra keressük a választ, hogy milyen területi mintázatot mutat 2005 óta a kutatás-fejlesztés (K+F) adatok megoszlása Magyarország vármegyéi esetében, illetve hogy az Országos Tudományos Kutatási Alapprogramok (OTKA) által nyújtott alapkutatás támogatása hogyan oszlik el ezekben a közigazgatási területi egységekben. A kutatásban a Központi Statisztikai Hivatal és az OTKA adatbázisának adataira támaszkodunk. Összességében megállapítható, hogy mindegyik adatsor esetében növekvő tendencia figyelhető meg a vizsgálati időszak során, vagyis nő a súlya és növekvő figyelmet kap a K+F szektor. Az is látszik viszont, hogy 2013–2015 között minden adatsornál látható volt visszaesés, ami leginkább intézményi átszervezések következménye. A területi kép kapcsán megállapítható, hogy Budapest az elmúlt időszakban is megőrizte messze kiemelkedő szerepét a vármegyékkel szemben a K+F adatai, de az OTKA támogatás elnyerésének szempontjából is. A második vonalban az egyetemi városokkal és komolyabb kutatói bázissal rendelkező Csongrád-Csanád és Hajdú-Bihar vármegyék állnak, ám míg régebben Baranya, napjainkban Pest vármegye van még a K+F klasszikus indikátorai szerinti rangsorok elején. Utóbbi a hagyományosan az állami finanszírozású helyeket célzó OTKA kutatásoknál kevésbé jelenik meg. Az adatsorok összevetése során kiderült, hogy a K+F és az OTKA adatok szorosan korrelálnak egymással, nincs érdemi területi differencia a pályázati aktivitásban, de relatíve nézve Hajdú-Bihar, Csongrád-Csanád vármegyék kutatói több pályázatot nyújtanak be, mint Budapest és Pest vármegye. | In this study, we are searching for the answer to the question of what territorial pattern the distribution of research and development (R&D) data has shown since 2005 in the case of counties in Hungary, and how the resources for basic research support provided by the Hungarian Scientific Research Fund (Hungarian abbreviation: OTKA) is distributed in these administrative territorial units. In the research, we rely on the data of the Hungarian Central Statistical Office and the OTKA database. Overall, it can be concluded that there is an increasing trend for each data set during the study period, that is, its weight and attention in the R&D sector is increasing. However, it can also be seen that between 2013-2015 there was a decline in all data sets, which is mostly the result of institutional reorganizations. In relation to the spatial pattern, it can be stated that in the past period, Budapest has retained its far more prominent role compared to the counties in terms of R&D data, but also in terms of receiving OTKA support. In the second line are the counties of Csongrád-Csanád and Hajdú-Bihar, which have university towns and a more serious research base, but while in the past Baranya, nowadays Pest county is still at the top of the rankings according to the classical indicators of R&D. All of this appears less often in OTKA researches, which traditionally target state-funded places. During the comparison of the data series, it became clear that the R&D and OTKA data are closely correlated, there is no significant regional difference in application activity, but relatively speaking, the researchers from the Hajdú-Bihar and Csongrád-Csanád counties submit more application than Budapest and Pest counties.
