Abstract

Cél: Jogállami büntetőpolitikát csak jogállami rendészettel lehet megvalósítani. Ehhez azonban a rendészeti igazgatás alkotmányos alapjait tovább kell erősíteni. Korinek László könyve ehhez kíván hozzájárulni.Módszertan: A monográfia a rendszerváltástól napjainkig terjedő időszak szakirodalmában először tekinti át a rendészettudományi kutatások hazai eredményeit, összevetve ezeket a legmeghatározóbb külföldi forrásokkal.Megállapítások: A múlt század végére megfogalmazódott a biztonság és az emberi jogok közötti kapcsolat újragondolásának szükségessége. Megszületett az emberi biztonság koncepciója. Az eszme azóta is terjed, mércéül szolgálva az önkénnyel szembeni fellépés, valamint az emberi szükségletekről való gondoskodás keretében tett intézkedések kritikai alapjaként.Érték: A könyv igazolja, hogy nélkülözhetetlen a humánum értékein alapuló és a jogbiztonságot garantáló rendészeti közjog, ami biztosítja a rendészeti hatóságok törvényes működését. | Aim: A criminal policy grounded in the rule of law can only be implemented through policing that is likewise governed by the rule of law. To this end, however, the constitutional foundations of law enforcement administration must be further strengthened. László Korinek’s book seeks to contribute to this endeavour. Methodology: The monograph is the first work in the Hungarian scholarly literature covering the period from the political transition to the present day to provide a comprehensive overview of domestic research findings in law enforcement science, while comparing them with the most influential international sources. Findings: By the end of the twentieth century, the need to rethink the relationship between security and human rights had become apparent. This gave rise to the concept of human security. The idea has continued to gain ground ever since, serving as a benchmark for critically assessing measures taken both in response to arbitrariness and in the context of addressing human needs. Value: The book demonstrates that a system of public law governing law enforcement, based on the values of humanity and guaranteeing legal certainty, is indispensable for ensuring the lawful operation of law enforcement authorities.
