Abstract
The efficient management of municipal solid waste (MSW) is a complex challenge driven by increasing waste generation, evolving compositions, and ambitious European targets for sustainable development and circular economy principles. Transforming existing MSW management systems to meet future needs and facilitate the waste transition necessitates comprehensive analytical tools. This research introduces a novel dynamic multilayer network (DMN) framework for analyzing MSW management, exemplified by the Hungarian system. The DMN framework enables the exploration of cross-sectoral impacts by integrating carbon footprint life cycle assessment (LCA) indicators to evaluate greenhouse gas (GHG) emissions. We illustrate the effectiveness of policy measures through various scenarios, including enhanced organic fraction of municipal solid waste (OFMSW) source separation, implementation of a deposit–refund system (DRS), and intensified waste-to-energy (WTE) strategies. The results demonstrate that a DMN approach is a suitable methodology for governing the waste transition, supporting strategic decisions related to the development and optimization of MSW management systems in response to evolving policy and environmental goals.
