Abstract
Hybrid operations unfold within cultural–cognitive environments where legitimacy and narrative dynamics shape outcomes. Despite doctrinal recognition, Cultural Intelligence (CULTINT) remains weakly embedded in Intelligence, Surveillance, and Reconnaissance (ISR) processes. This paper conceptualises CULTINT as an eight-stage cultural signal-processing architecture governed by five control points: tasking, ownership, validation, retention, and decision coupling. Comparing coalition operations in Afghanistan and Iraq with corporate competitive intelligence (CI) examples shows that performance divergence reflects governance maturity rather than data availability. Military configurations exhibited signal degradation and interpretive fragmentation, whereas corporate systems stabilised weak cultural indicators and enabled cumulative learning.
