Abstract

The protection of Hungary, the maintaining and development of national security and the enforcement of its related interests, the manageability of the diverse and complex challenges and threats of the 21st century’s security environment, coordinated preparation against natural and civilizational events, as well as offensive behaviours based on human actions, and the enhancement of general national resilience are of paramount importance. The Hungarian defence and security administration bodies and institutions had to face many new or unprecedented challenges in the 21st century, such as major floods, the ‘red mud’ disaster, the Covid–19 pandemic, or the refugee crisis generated by the Russo–Ukrainian war that is still affecting us today. These challenges brought about essential reforms in the domestic defence and security sector, which has fundamentally changed during the 21st century.
