Abstract

The transition to a BANI world has fundamentally disrupted the foundational principles of public administration. Traditionally centered on stability and predictability, public sectors now face unprecedented leadership challenges stemming from systemic brittleness and nonlinearity. This paper explores the inherent friction between rigid regulations and the urgent necessity for adaptive leadership in modern governance. By analyzing how bureaucratic structures struggle with incomprehensibility, the study identifies systemic barriers to organizational agility and decision-making. The research argues that true resilience in public service is no longer found in maintaining the status quo, but in fostering iterative learning. Ultimately, this publication provides a framework for leaders to navigate anxiety-driven environments, transforming rigid hierarchies into responsive, adaptive systems capable of enduring the volatility of the 21st century.
