Abstract
This report presents the relevant features of EU enlargement process related to Slovenia. Slovenia submitted its membership application on 10 June 1996. The European Parliament (hereinafter, EP) gave its assent to Slovenia to become a member of the EU on 23 September 2003. The entire process from the submission of the formal application to its acceptance took seven years. Formal negotiations on the 31 chapters of the Acquis Communautaire occurred during the intervening four years (from 1998 to 2002). The accession process began after Slovenia applied for EU membership and its request was agreed to, by all EU member states, as the commencement of the formal accession negotiations required the agreement of all EU member states. For Slovenia as a candidate country, these negotiations were the opportunity to prepare for the membership in terms of satisfying the Copenhagen criteria (the adoption of the established EU law and implementation of the reforms required: judicial, administrative and economic). After successful negotiations, the demanding process of accepting the accession treaty was conducted. The terms and conditions for accession were incorporated into an accession treaty. The treaty needed the European Parliament’s consent and the Council’s unanimous approval before EU member state and the candidate country could sign it. After all the contracting parties ratified the accession treaty, Slovenia become an EU member state. The Report is divided into 22 questions in the following 3 chapters: (1) Initial requirements upon Slovenia as candidate country; (2) Institutions and procedures of Slovenia’s accession; (3) Legal and economic support for Slovenia as candidate country.
