Abstract

A tanulmány a futballhuliganizmus biztonságpolitikai értelmezését vizsgálja a Heysel-katasztrófa utáni Egyesült Királyság, illetve a Kampanos-gyilkosság utáni Görögország példáját elemezve. | The study examines the interpretation of football hooliganism in security policy by analyzing examples from the United Kingdom following the Heysel disaster and from Greece following the Kampanos murder. The research is based on qualitative, comparative case studies and applies inductive content analysis of relevant literature and media appearances. It pays particular attention to the key elements of securitization: the narrative of existential threat, the justification of extraordinary measures, the designation of reference objects, and the way in which the target audience is addressed. It points out that, in both cases, hooliganism emerged in the public discourse of these countries as a moral and physical threat to society as a whole – an interpretation that contributed to the legitimization of restrictive and repressive state interventions. It demonstrates that the narrative of successful state action, particularly in the case of the United Kingdom, can best be regarded as a rhetorical construct that obscures the complex social and structural factors underlying the phenomenon. In Greece, political, institutional, and economic dependencies further weaken the coherence of policy responses to football hooliganism, while media coverage follows a moralizing, depoliticized logic. The author argues, using a critical, multidisciplinary approach and emphasizing the need for further empirical research, that categorizing hooliganism as a security policy issue primarily serves to legitimize government action and does not necessarily lead to a meaningful reduction in the phenomenon. This research also aligns with the interdisciplinary research collaborations that have developed over the past decade within the Department of Private Security and Local Governmental Law Enforcement at the National University of Public Service, which have been proven to contribute to the study of law enforcement and sports safety issues through scientometric and network analysis methods.
