Abstract

This study examines the relationship between Hungary and the UN Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others, adopted in 1949, from three perspectives. What role did Hungary play in the events leading up to the Convention, looking back to the turn of the 19th and 20th centuries? Under what circumstances did Hungary accede to the Convention in 1955? And what impact did accession and the principles and provisions of the Convention have in Hungary? In addition to academic scholarship, the study draws on a variety of sources (legal documents, archival records, parliamentary minutes, and selected media reports) to conclude that in the period leading up to the Second World War, Hungary was an active participant in the creation of relevant international norms, showing proactivity in their implementation. However, from the moment of its accession to the UN Trafficking Convention, doubts and then disputes arose in Hungary, and there was little commitment to implementing its requirements.
