Abstract

| The study analyzes Italy’s responses to irregular migration in the Mediterranean between 2014 and 2024. It begins with the premise that migration pressure along the Central Mediterranean route can be understood as a complex challenge linked to the collapse of the Libyan state, the destabilization of the Sahel, the activities of human trafficking networks, and the transformation of the hybrid security environment. The main argument is that while the rhetoric of successive Italian governments has differed, their strategic direction has shown strong continuity: the country gradually shifted toward externalization. Throughout this process, legal, diplomatic, and military/law enforcement tools became increasingly intertwined. The study concludes that the decision increased Italy’s room for maneuver but at the same time reproduced the legal, humanitarian, and security policy dilemmas of migration management.
