Abstract

A 2020-as és 2021-es évek munkaerőpiaci folyamatait, és az állami foglalkoztatási szerv munkaerőpiaci, foglalkoztatáspolitikai tevékenységét alapjaiban határozta meg a COVID-19 járvány, és az az elleni védekezés érdekében bevezetett korlátozó intézkedések gazdaságra, munkaerőpiacra gyakorolt negatív hatásai, illetve az ezen hatások ellensúlyozására alkalmazott foglalkoztatáspolitikai intézkedések, eszközök és programok. Jelen dolgozatom célja annak bemutatása, miként kezelte a kormányzat a COVID-19 által okozott gazdasági kihívásokat a foglalkoztatás területén, ezen belül is a területi államigazgatási szervek feladatellátásának és teljesítményének bemutatására helyezve a hangsúlyt. Konkrét példáim a Heves Megyei Kormányhivatal által a 2020. és 2021. években kezelt és megállapított bértámogatási program végrehajtási adataival kapcsolatosak, melyeket szembe kívánok állítani a munkanélküliségi adatok alakulásával annak érdekében, hogy megkíséreljem a megyei foglalkoztatásra gyakorolt hatásuk bemutatását. = The labour market processes and the labor market and employment policy activities of the state employment agency of the years 2020 and 2021 were fundamentally determined by the COVID-19 pandemic, and by the negative impact on the economy and the labour market of the restrictive measures introduced to protect against the pandemic, as well as the employment policy measures, tools, and programmes applied to counterbalance these effects. The purpose of my study is to show how the Government handled the economic challenges caused by COVID-19 in the field of employment, focusing on the tasks and performance of the regional state administrative bodies. My concrete examples are based on the data of the implementation data of the wage subsidy programme managed and established by the Heves County Government Office in 2020 and 2021, which I will compare with the unemployment data in order to attempt to demonstrate the impact of subsidies on employment in the county.
