Abstract
Az Európai Unió polgári védelmi szakpolitikája a polgári védelmi szervezetek fejlesztésén keresztül törekszik az egységes védelmi képesség megteremtésére, az unió gazdasági fejlődésének biztosítására. A magyar polgári védelmi szervezetek az unió biztosította pénzügyi és szakmai lehetőségek kihasználásával növelhetik hatékonyságukat, fejleszthetik kárelhárítási képességeiket. Jelen publikációban a szerzők az Európai Unió polgári védelmi mechanizmusának működését, a magyarországi polgári védelem fejlesztésében való támogatási háttérként való megjelenését vizsgálják. Elemzik továbbá az Európai Unió polgári védelmi szakpolitikájának hatását a magyarországi önkéntes polgári védelmi szervezetek beavatkozási képességeinek fejlesztésére, illetve a fejlesztés európai uniós szakpolitikájához való kapcsolódási pontjait az előrelépés lehetőségének keresésével. A szerzők az Európai Unió polgári védelmi szakpolitikája nyújtotta támogatási hátteret javasolják jobban kihasználni. | The civil protection policy of the European Union, through the development of civil protection organizations seeks to create a unified defence capability to ensure the economic development of the Union. Hungarian civil protection organizations can increase their efficiency by leveraging the financial and professional opportunities provided by the Union and improving their ability to remedy their damage. In this paper, the authors examine the functioning of the Civil Defense Mechanism of the European Union as an aid background in the development of civil protection in Hungary. It also analyses the impact of the European Union civil protection policy on the development of the intervention capabilities of voluntary civil protection organizations in Hungary and the links to the development policy towards the European Union policy by seeking progress. The authors advocate making better use of the backbone of the European Union’s civil protection policy.
