Abstract

The German community is the largest (recognized) national minority in Poland and has been represented in the lower house of parliament, the Sejm, since the regime change in 1990. Although unfavourable demographic trends, the decline in the size and territorial concentration of the German community, foreshadowed change, the community was still surprised when it lost its parliamentary representation in 2023. Based on scientific literature and Polish census and election databases, this study analyses the factors and processes that may explain the loss of representation and changes in voter behaviour. The fierce competition between the two political sides in 2023 and its manifestation in record-high voter turnout is only one – albeit very important – element in sealing the fate of the German mandate, which we demonstrate using the StrijbisKotnarowski mobilization index.
