Abstract

Az elmúlt ciklusban több jelentős változás következett be az oktatási rendszer finanszírozásában és irányításában. Az egyik a sokáig ígérgetéssel halasztgatott, majd részben EU-s forrásokból megvalósított pedagógusbér-emelés a közoktatásban, amelynek nyomán jelentősen megnövekedett a közoktatás támogatása. A másik a felsőoktatás úgynevezett „modellváltása” – valójában álprivatizálása – nyomán a KEKVA-sított egyetemek állami támogatásának jelentős megnövelése, amelynek következtében jelentősen nőtt a nem állami felsőoktatás állami támogatása. Vajon utolértük-e a fejlett világot a pedagógusbérek tekintetében, a közoktatás teljesítményében vagy a felsőoktatás világrangsorbeli helyezésében? A tanulmány elemzésekkel bizonyítja, hogy ezeket a célokat nem sikerült elérni. | Several significant changes occurred in the financing of the education system in the past cycle. One was the long-promised teacher salary increase in public education, which was then partially implemented from EU funds, which resulted in a significant increase in support for public education. The other is the significant increase in state support for KEKVA-funded universities following the so-called model change (actually its pseudo-privatization) of higher education, which has resulted in a significant increase in state support for non-state higher education. Have we caught up with the developed world in teacher salaries and in the performance of public education, or in the world ranking of higher education? The study demonstrates with analyses that the goals were not achieved, while at the same time placing significant burdens on the next government.
