Abstract

| The study analyses the publication practices of 18 Hungarian universities with Scopus and SciVal identifiers that published at least 50 papers annually between 2019 and 2024. The analysis is based on the metadata of nearly 90,000 publications and places the findings in an international comparative context. Trellis plots show that the rapid growth in publication output was not accompanied by an improvement either in the quality of the target journals—as measured by their SJR values—or in international research excellence. The increase in output was driven primarily by papers published in low-impact or questionable-quality journals, as well as in domestic conference proceedings presented as “international”. The authors attribute this phenomenon to the effects of “counterproductive incentives”, a concept well established in economics and sociology. By identifying measurable disparities and proposing practical recommendations, this article aims to contribute to reforms that promote sustainable and ethical research practices.
