Abstract

This study examines the development of digital and “smart” municipalities in Hungary within the broader context of the European Union’s digital strategies. It aims to explore how digitalization contributes to the transformation of local governance, with particular emphasis on participatory mechanisms and public law frameworks. Drawing on four Hungarian case studies—Nagypáli, Ceglédbercel, Tamási, and the Northern Hegyháti micro-regional cooperation—the paper analyzes the social, economic, and governance impacts of digital innovation. The findings suggest that the effectiveness of digitalization depends primarily on institutional capacity, community participation, and stable governance arrangements rather than purely technological factors. The study argues that digital municipal innovations do not alter the formal distribution of decision-making competencies but instead enhance the legitimacy of representative decision-making through participatory and procedural improvements.
