Abstract

A jogtudományi szakfolyóiratok indítása és tartós működtetése napjainkban nem pusztán szerkesztési vagy tudományszervezési feladat, hanemösszetett intézményi kihívás, amelyet a nemzeti és nemzetközi minősítésirendszerek, a publikációs ösztönzők átalakulása, valamint a digitális tudományos kommunikáció infrastruktúrája együttesen formálnak. A jogtudomány sajátosságai – különösen a nemzeti jogrendszerekhez való kötődés,a kvalitatív értékelés dominanciája és a folyóiratok normaképző szerepe– miatt ezek a kihívások eltérő módon és súllyal jelennek meg, mint mástudományterületeken. A tanulmány célja annak bemutatása, hogy miértkülönösen nehéz új jogtudományi folyóiratot legitim módon felépíteni, ésmilyen objektív, transzparens feltételrendszer tekinthető reális belépésiminimumnak a szakmai elfogadottság és a későbbi nemzetközi láthatóságszempontjából. Az elemzés nemzetközi jógyakorlatokra, indexálási és kiválasztási standardokra, valamint publikációetikai keretekre támaszkodik,miközben empirikus alapját az elmúlt öt év szerkesztői tapasztalatai adjákegy hazai jogtudományi folyóirat működéséből. A tanulmány eredményeolyan fokozatosan felépíthető működési és minőségbiztosítási keretrendszer meghatározása, amely a jogtudományi folyóiratépítést nem egyszeriminősítési ’ugrásként’, hanem hosszabb távon tervezhető és intézményesen támogatható pályaként értelmezi, és ezzel hozzájárulhat a hazaitudománypolitikai gondolkodás megalapozásához is. | Launching and maintaining legal journals is not simply an editorial or scientific organization task these days, but a complex institutional challenge, shaped by national and international rating systems, the transformation of publication incentives, and the infrastructure of digital scholarly communication. Due to the specificities of legal science – especially the connection to national legal systems, the dominance of qualitative evaluation, and the norm-setting role of journals – these challenges appear in a different way and with a different weight than in other fields of science. The aim of the study is to demonstrate why it is particularly difficult to build a new legal journal in a legitimate way, and what objective, transparent set of conditions can be considered a realistic entry minimum in terms of professional acceptance and subsequent international visibility. The analysis relies on international best practices, indexing and selection standards, and publication ethics frameworks, while its empirical basis is provided by the editorial experiences of the last five years of the operation of a domestic legal journal. The result of the study is a gradually buildable operational and quality assurance framework that interprets the creation of legal journals not as a one-time qualification „leap”, but as a long-term plan and institutionally supported path, and can thus contribute to the foundation of domestic science policy thinking.
