Abstract

Az európai roma népesség létszáma becslések szerint 10–12 millió fő közé tehető, és jelentős részük – egyes felmérések alapján e népesség akár 80%- a – szegénységnek vagy társadalmi kirekesztettségnek kitett. A gyermekek különösen sérülékenyek e strukturális egyenlőtlenségek közegében: a szegregált lakhatási körülmények, az oktatási elkülönítés, a korai iskolaelhagyás, valamint az egészségügyi és szociális szolgáltatásokhoz való korlátozott hozzáférés generációkon átívelő hátrányokat eredményez. Az Európai Unió az elmúlt évtizedben kiemelt figyelmet fordított a gyermekjogok érvényesítésére. Az uniós intézmények – különösen az Európai Bizottság – stratégiai dokumentumok és ajánlások révén törekedtek a gyermekek védelmének, részvételének és társadalmi befogadásának megerősítésére. Az EU Gyermekjogi Stratégiái, az Európai Gyermekgarancia, valamint az EU Roma Stratégiai Keretrendszer (2020–2030) egyaránt hangsúlyozzák, hogy a legkiszolgáltatottabb gyermekcsoportok – köztük a roma gyermekek – fokozott védelmet és célzott szakpolitikai beavatkozásokat igényelnek. A tanulmány az európai roma gyermekek helyzetét vizsgálja az uniós gyermekjogi és szociálpolitikai keretrendszer összefüggésében, különös tekintettel az Eurochild által koordinált, Roma gyermekek hangja Európa-szerte című, 2024-ben publikált jelentésre. A jelentés az ENSZ Gyermekjogi Egyezménye 12. cikkében deklarált véleménynyilvánítási jogra építve nem csupán statisztikai adatokat közöl, hanem részvételi módszertannal gyűjtött gyermekbeszámolókon keresztül mutatja be a roma gyermekek mindennapi tapasztalatait. A tanulmány intézményi és szakpolitikai szinten is elemzi a kapcsolódó uniós kereteket, kiemelt figyelmet fordítva a civil partnerségek és a részvételi mechanizmusok szerepére. A kutatás célja annak bemutatása, hogy a roma gyermekek tapasztalatai és részvételi gyakorlatai miként járulhatnak hozzá egy hatékonyabb és inkluzívabb gyermekpolitika kialakításához. | The Roma population in Europe is estimated at between 10 and 12 million people, a significant proportion of whom—according to certain surveys up to 80%—are exposed to poverty or social exclusion. Children are particularly vulnerable within this context of structural inequalities: segregated housing conditions, educational segregation, early school leaving, and limited access to healthcare and social services generate disadvantages that persist across generations. Over the past decade, the European Union has devoted increased attention to the enforcement and promotion of children’s rights. EU institutions—most notably the European Commission—have sought to strengthen the protection, participation, and social inclusion of children through a series of strategic documents and recommendations. The EU Strategy on the Rights of the Child,4 the European Child Guarantee, and the EU Roma Strategic Framework (2020–2030) all emphasize that the most vulnerable groups of children—including Roma children—require enhanced protection and targeted policy interventions. This study examines the situation of Roma children in Europe within the broader framework of EU child rights and social policy. Particular attention is paid to the 2024 report Roma Children’s Voices Across Europe, coordinated by Eurochild. Building upon Article 12 of the UN Convention on the Rights of the Child, which enshrines the child’s right to be heard, the report goes beyond statistical data and presents the everyday experiences of Roma children through participatory methodologies and first-hand accounts. At both institutional and policy levels, the study also analyses related EU framework, placing special emphasis on the role of civil partnerships and participatory mechanisms. The research aims to demonstrate how the experiences and participatory practices of Roma children may contribute to the development of a more effective, inclusive, and rights-based child policy framework within the European Union.
