Abstract
| R&D and innovation are key macroeconomic importance in knowledge-based market economies, contributing to the economic development and international competitiveness of countries, both in the sales and export of innovative products and improvement of the employment. For these reasons, the European Union strives to make concerted actions to create the necessary favourable climate for stimulating the different innovation processes. The elimination the innovation barriers - such as costly patenting, fragmentation of the market, slow standardization, shortage of skills, which are hindering the quick market introduction of the creative ideas – can be crucial for the future of Europe. In recent years, more and more EU Member States (including Hungary as well) – governmental officials and professional experts- pay increasing attention for the different innovation rankings, since these innovation rankings can help to monitor the implementation of the different incentives and measures in this field. One of them is the European Innovation Scoreboard (EIS), produced annually by the European Commission (EC), which provides a comparative assessment of the innovation performance of EU Member States and some third countries. The Regional Innovation Scoreboard assesses the innovation performance of European regions. The Regional Innovation Scoreboard based the European Innovation Scoreboard methodology if this is possible. In the ranking methodology almost every year there is a small change, most recently in 2016, due to the OECD recommendation. The EIS has introduced four new metrics, five indexes modified and three removed from the previous version. New and revised metrics are retrospective, and the list of existing datasets has changed (since 2010). This will hopefully make it possible to describe the specificities of each country more closely. This information helps decision-makers take the necessary steps to make Europe's economy become more dynamic, higher added value and innovation-intensive economy. The purpose of this paper is to present the link between the European Innovation Scoreboard (EIS) and the European Union's innovation policy: It also discusses the underlying considerations behind the EIS's renewed methodology, enabling the EIS to become a more effective tool for decision-makers. The main conclusions and lessons learned based on the secondary research methodologies or „desk research” work (the review of existing relevant EU, OECD documents; on-line web pages; regular collection, selection and analysis of collected data) reflect the authors' own professional views.
