Abstract

A visegrádi együttműködés múltjának, jelenének, buktatóinak és perspektíváinak vizsgálatára irányuló kutatás nemcsak leírja kialakulásának és működésének folyamatát, hanem azt minden szakaszában elemzi, értékeli is. Múltját az 1991. február 15-én aláírt együttműködési nyilatkozattól (A Visegrádi Nyilatkozat) mint kezdettől annak lezárulásáig, a négy tagállamnak (Csehország, Magyarország, Lengyelország, Szlovákia) az Európai Unióhoz történt csatlakozásáig (2004. május 12.) tartó időszakban tárgyalja. Jelenét a Kromeríz-i Nyilatkozattól (2004. Május) kezdve értelmezi, mely nyilatkozat az együttműködést új alapokra helyezte. Az együttműködést a közép-európai régió megtorpanásokkal, nehézkesen előrehaladó, de jelentős regionális együttműködéseként értékeli. Olyan, kényszerből indított, majd nehezen megszülető belátáson alapuló együttműködésnek tartja, amely a négy országot megtanítja az európai együttműködés szabályaira. Nagy potenciállal rendelkező együttműködés, amelynek előnye és egyúttal hátránya, hogy csupán konzultációs, egyeztető fórum. Buktatói elsősorban a négy állam és társadalma történetileg meghatározott viszonyában és eltérő érdekeiben rejlenek. Perspektívái a közös és hasonló érdekek, az együttműködés alapján kialakítható társadalmi és kulturális közeledés és közös identitástudat kifejlesztésében ragadhatók meg. Az utóbbit jelentős mértékben segíti elő egyre erősödő egyetlen intézménye, a Nemzetközi Visegrádi Alap. | The research focuses on the past, present, the pitfalls and perspectives of the Visegrad cooperation. It doesn’t merely describe the processes of its creation and mechanisms, but analyses and evaluates each phase, too. As regards the past, it discusses the period from the signing of the cooperation agreement on February 15, 1991 (Visegrad Declaration) until its expiry following the accession of the four countries to the European Union on May 1, 2004. It evaluates the present starting from the Kromeriz Declaration (May 12, 2004), which laid the cooperation on different foundations. The study declares it to be a significant Central-European regional cooperation, despite the numerous setbacks and cumbersome progression. The study finds the cooperation created in a state compulsion and on reluctant agreements, which introduces the four countries to rules of European collaboration. It is cooperation with great potentials while it is an advantage, as well as a disadvantage that it is merely a consultative and collaborating forum. Primary shortcomings are related to the fact that the interrelations of the four countries are determined historically and by varying interests. Its perspectives are entailed in the common- and similar interests, social and cultural convergence, as well as the development of a common identity based on the foundations of the cooperation. The later is being greatly enhanced by its increasingly stronger single institution, the International Visegrad Fund.
