Abstract

The article examines how in the migration regimes of Western European states, the knowledge of the official state language functions as a resource and, at the same time, as an ideological framework legitimizing social inequalities. In this article, we analyse these processes using the example of state-subsidised German education for refugees and immigrants in Austria. The focus of the analysis is on language teachers from Central and Eastern Europe who seek and find livelihoods and professional career opportunities in adult language teaching in Austria that are lacking in the underpaid education sectors of the sending countries. The article describes the historical antecedents of this labour migration and the administrative and symbolic processes that create and anchor the subordinate position of Central and Eastern European language teachers working in Austria. The analysis, based on ethnographic fieldwork and qualitative interviews, highlights how historically, economically and politically embedded linguistic geographies shape complex processes of inclusion and exclusion.
